Venezuela's Hugo Chavez granted special powers
The Venezuelan parliament has voted to give President Hugo Chavez special powers to deal with the aftermath of devastating floods.
Mr Chavez will be able to pass laws by decree for 18 months. Opposition groups have accused the president of trying to grab dictatorial powers before a new parliament with more opposition representation is sworn in in January.
