Meron: International justice 'still selective'

Theodor Meron is president of the International Criminal Tribunal for the former Yugoslavia. He told HARDtalk's Stephen Sackur that the international criminal justice system is still selective.

He hoped that over time a more universal system could be devised, where evading the courts would be the exception.
