Ken Clarke: 'Not in favour of tax cuts buying votes'

The British cabinet minister Ken Clarke tells Stephen Sackur he is not in favour of tax cuts in the present economic climate and warns his more "populist" colleagues in the Conservative Party there would have to be cuts to public expenditure to fund any cut in taxes.
