Hurricane Irene: Obama declares storm a disaster

President Obama has declared a state of emergency in North Carolina and New York state, following the floods caused by Tropical Storm Irene.

The move means the states can receive federal aid to help with the cost of the clean-up, expected to run into billions of dollars.

The storm killed more than 40 people, and several days afterwards the rivers in some areas continue to rise.
