White House press secretary Jay Carney says US President Barack Obama hopes both chambers of Congress "will move swiftly" to pass an agreement to end a partial government shutdown and raise the US debt limit.

He said President Obama applauded US Senate Democratic leader Harry Reid and Republican Senate Minority Leader Mitch McConnell for reaching a deal.
