Human rights chief Pillay criticises UN Security Council

The United Nations' Human Rights chief has strongly condemned the UN's Security Council for what she called a failure to deal with conflicts.

In a speech just a few days before retiring from her post, Navi Pillay said if the Security Council had been more active, hundreds of thousands of lives could have been saved.

She said the Council too often lacked the resolve to end conflicts.
