Islamic State: President Obama briefs Congress on plans

President Obama has briefed Congress on his plans for tackling Islamic State militants, ahead of an address to the US on Wednesday.

It is not clear whether the president will seek Congressional authorisation for an increased military role but the White House insists that there will be no "boots on the ground".
