Is it time to share parental leave?

24 March 2014 Last updated at 12:07 GMT

A quarter of new fathers are not taking paternity leave due to a lack of employer support, according to a new report.

So is it time to introduce shared parental leave?

Alex Jackman, head of policy at the Forum for Private Business, told BBC Radio 5 live's Breakfast that parental leave was "accepted" by small firms but "replacing lost skills" was difficult and costly.

However Will Hadwen from Working Families said although covering parental leave was "difficult" for employers, giving new fathers more time off would lead to a "more equalised workplace."
