Cowley Road stabbing - two further arrests

There have been a further two men arrested in connection with yesterday's stabbing just off the Cowley Road, Oxford.   

An 18-year-old man and 19-year-old man, both from London, have been arrested on suspicion of attempted murder.

The victim is in a stable condition and is now conscious, police say.

Oxford company switches on £16.9m stem cell therapy research

An Oxford University spin-off company says it is on the way to developing stem cell drugs which can treat cancer, neurodegenerative diseases, heart failure, macular degeneration and other major age-related conditions.

OxStem has raised £16.9million into its work to create drugs that switch on the body's natural method of regenerating and repairing cells.

The family of Ellis Downes has released a new image of the 16-year-old, whose body was found in the River Thames last night by a volunteer diving team.

It shows the teenager with his father Darren.

Thames Valley Police has released a statement in the wake of criticism levelled at the force's efforts to find Ellis Downes - the teenager who went missing after swimming in the Thames near Culham.

TVP co-ordinated the emergency services and volunteer response in the search for Ellis... An officer has been assigned to work closely with the family and provide support and guidance to help them at this difficult time. We would like to thank everyone who turned out to help in the search.

Darren Downes left the tribute hours after police confirmed a body found by a dive team is likely to be that of the teenager.

NSPCC calls for 'urgent' action on child protection criticisms

The NSPCC says criticisms about Oxfordshire County Council's child protection service must be addressed "as a matter of urgency".

Responding to a joint report into the counci's services towards vulnerable children, the charity also praised work implemented since the Operation Bullfinch scandal last year.

Progress has certainly been made in bolstering Oxfordshire’s child protection services, but work remains to be done.

Tumble drier cause of Yarnton house fire

A fire at a house in Yarnton last night was caused by a tumble drier. 

Two fire engines rushed to Merton Way shortly before 22:00 to find smoke had filled the house, but the fire was contained in the kitchen. 

No-one was injured.

Child protection report: Council 'working to improve' service

The county council has welcomed the findings of an inspection into its work to protect children from abuse and neglect, despite criticisms.

The report identifies failings with the Multi-Agency Safeguarding Hub (MASH) – its 'front door' service which receives all initial inquiries relating to vulnerable children and is where decisions are made about what action to take.

Responding to the report, the council’s deputy director for safeguarding Hannah Farncombe said the issues were "well understood" and the council is "already working with its partners to remodel ‘front door’ arrangements for children’s social care".

We’re determined to build on the identified strengths and are working with our partners to ensure that the necessary improvements are also made – in particular regarding the ‘front door’ of children’s social care – so that we are providing the best possible service to all children and families in Oxfordshire.

The head of the diving team which found the body thought to be Ellis Downes has attacked the "botched" police operation to find the teenager.

Peter Faulding, the chief executive of Specialist Group International, said his team had been prevented by police from searching the river Thames near Culham. The order had come from a senior level, he said.

It was too slow. It could have been done a lot quicker, we could have had him about by about 5:30... I've been doing this for 20 years and I've never seen such a botched operation in my life.

Divers say police stopped them from searching for missing Ellis

Peter Faulding, the chief executive of Specialist Group International, told BBC Oxford his team had been prevented from going into the water to search for Ellis Downes by police when they arrived.

Thames Valley Police had blamed "poor visibility" in the river as having "hampered" underwater searches for Ellis.

But Mr Faulding said it wasn't until Ellis’s father Darren arrived and threatened to go into the river himself did police relent and allow his team to begin searching.

The head of the dive team searching for Ellis Downes told BBC Oxford a body was discovered at 21:46 yesterday, close to where the teenager went missing on Saturday.

BreakingPolice confirm body has been found in River Thames

Police have confirmed a body has been recovered from the River Thames near Culham. 

Although not formally identified, they say it is believed to be that of Ellis Downes, aged 16, from Harwell. His family have been informed.

His death is being treated as unexplained but is not believed to be suspicious.

Child protection report: Heavy workload causing problems

The joint report into Oxfordshire County Council's child protection services says the pressure of its heavy workload means some children do not receive the same level of service as those most at risk.

Although no children were identified as at risk of harm, and while acknowledging that managers have put in plans to improve the service, implementation of these has been too slow to take effect.

Some very high caseloads adversely affect workers’ ability to produce good quality written assessments.... vulnerable children do not always receive a consistent service from children’s social care.
