Children's services in Torbay could be joined with Plymouth's after a report found they were underperforming.
A council agenda document reveals Torbay Council's Children's Services were "charactersied over recent years by repeated underperformance" in terms of Ofsted inspection results and had "ongoing instability in its senior leadership".
A proposal has been put to Torbay Council to develop an alternative delivery model, with a recommended plan of action to partner with Plymouth City Council Children's Services.
The proposal will be debated at a council meeting next week.
