Immigrants who arrived from the Commonwealth are "being shut out of the system" with some deported or sent to detention centres, says the high commissioner for Barbados.
Five men have been charged with murder after a British businessman was found dead in Barbados.
Car salesman Steven Weare, 49, from Kirkham, Lancashire, was last seen on 23 August on the Caribbean island where he is believed to have been working.
His body was found in remote Melverton in the St George area, which is seven miles east of the capital Bridgetown.
The men, aged between 26 to 35 and from Barbados, appeared before magistrates and are due to appear at District B Magistrates Court, which is the equivalent of Crown Court in the UK, on 11 October.
The foreign secretary is visiting the British Virgin Islands and Anguilla in the wake of the hurricane.
