How do teachers decide it is too snowy for school?

The snowy weather has caused thousands of school closures across the UK, but how do head teachers decide that the weather is too bad for them to open?

Rob Anthony is an associate head teacher at The Hewett School in Norwich. His school has been closed since Wednesday.
