Child care home rules 'may have helped paedophiles'

Secrecy rules applied to children in care homes may have helped paedophiles target them, Michael Gove has said.

The education secretary said he experienced a "wall of silence" when he tried to get information about homes, which he believed could hinder police and help protect child abusers.
