A further 26 jobs could be cut at Worcester City Council, which plans to freeze council tax for the third year in a row.
The council told a press briefing about its draft budget it must save £1.2m over the next two financial years.
The authority will look at where money can be saved by outsourcing services, including museums and sports centres.
A decision will be made on the proposals, which are now under consultation, in February.
The Conservative-controlled council had forecast it would make cuts of £1.8m during 2011-12.
