Oxford U-turn on £400 leaflet charge expected

A move to charge some organisations £400 a year to distribute leaflets in Oxford city centre is due to be overturned at a meeting later.

The Labour-run city council banned the free distribution of leaflets unless they were of a political, religious or charitable nature in September 2011.

But Green councillors said community and college groups could not afford the fee and it "restricted free speech".

A council spokesman said the ban was in place to reduce litter.

Now proposed changes, set to be approved at the council's Cleaner Greener Oxford meeting, include a 50% discount for not-for-profit or community organisations.

The council board also recommends removing the charge altogether for organisations such as the NHS, police, Environment Agency and the fire service.
