Wells Cathedral new guard rails recommended after bell tower fall
Better guard rails should be installed at Wells Cathedral after a woman fell 20ft (6m) during a tour in April, a report has recommended.
Mendip District Council said its investigation found no breach of health and safety rules when the woman became trapped in a void in the bell tower.
The report recommends a review of tour group sizes, the ratio of guides to visitors and the presence of children.
High parts tours of the cathedral have not been reinstated since the incident.
