York police custody death woman named as Toni Speck

A woman whose custody death prompted an investigation by the police watchdog has been named.

The Independent Police Complaints Commission (IPCC) said Toni Emma Speck, 31, was detained under the Mental Health Act, on 2 June.

She was taken to Fulford police station and later found collapsed in her cell.

The IPCC said a post-mortem examination had proved inconclusive. Further tests are being carried out out to establish the cause of death.

Ms Speck had been stopped by police officers in the Bootham area of York after concerns were raised by a member of the public about her behaviour, the IPCC said.

The watchdog said it would examine the circumstances of her detention, her transportation to the station and the care she received while in custody.
