Seven police officers were among 11 people injured when the bomb exploded outside Moira police station on 20 February 1998.
The 500lb device damaged nearby houses and cars, as well as causing extensive damage to the Royal Ulster Constabulary (RUC) station.
The 47-year-old man was arrested in Dungannon, County Tyrone, on Wednesday.
He has been taken to Antrim police station for questioning.
Last December, a 43-year-old man was arrested in Moy, County Tyrone, and questioned over the same attack, but was later released unconditionally.
