Leveson: Harriet Harman on Labour press regulation plan

Labour has set out plans for an "independent and effective" press regulator overseen by a panel of judges headed by the lord chief justice.

The party has drawn up its own draft bill to bring in Lord Justice Leveson's proposals for a new independent regulator, to be overseen by a body backed by statute.

Ms Harman, who is also shadow culture secretary, said the past behaviour of the press meant there must be a "legal guarantee that they won't just slip back".

She told Andrew Neil the panel "would not dealing with any complaints about the press" and that neither judges or MPs would have any influence over newspaper content.
