Labour's plans raising bank levy to pay for childcare

The Shadow Chancellor, Ed Balls, has told his party conference in Brighton that Labour got things wrong during its time in office, but a new Labour government would be different.

He also set out plans to raise taxes on banks, in order to fund 25 hours of free childcare for working parents of three and four-year-olds.

Meanwhile, questions have emerged about the future of the proposed HS2 rail line should Labour come to power, with Mr Balls saying there would be "no blank cheque" for the project.
