HS2: MPs back first phase of rail link despite rebellion

MPs have decisively backed legislation enabling the proposed HS2 high-speed rail link between London and the West Midlands to be constructed.

A bid by Tory ex-minister Cheryl Gillan to halt the plan was defeated by 451 votes to 50, a majority of 401.

Transport Minister Robert Goodwill said it was an "important step" in taking the controversial project forward.

A total of 34 Tories voted against the government, while a total of 47 Tories missed the vote or abstained.

Although MPs' support for the High Speed Rail (London - West Midlands) Bill 2013-14 at second reading means that they approve of its general principles, the bill will undergo many more hours of detailed scrutiny as it continues its passage through Parliament.

Thirty-two Conservatives backed Mrs Gillan's amendment, while one - James Gray - acted as a teller for the rebels.

After rejecting Ms Gillan's amendment, MPs approved the bill at second reading by 452 to 41 votes, a majority of 411.

Twenty-four of the rebel Tories voted against the government again this time, as did two other Tories, John Redwood and Sir Richard Shepherd.

Last June, 21 Conservative backbenchers opposed the government in a Commons vote laying the groundwork for HS2 and the size of the rebellion was expected to be larger on Monday.

The High Speed Rail (London - West Midlands) Bill 2013-14, which would authorise the first phase of the multi-billion project, cleared its first parliamentary hurdle when it was given a second reading by MPs.

The proposed legislation would:

  • Grant the powers required to construct and operate phase one of HS2, between London and the West Midlands
  • Because of its complexity, and opposition to it, the bill is not expected to become law until after the 2015 general election
  • The bill does not guarantee that HS2 will be built, but HS2 cannot be built without the bill becoming law
  • The government proposes to start construction in 2017, with the line between London and Birmingham due to be operational by 2026
  • A separate bill will be brought in later by the government to allow the the second phase - north of Birmingham - to go ahead, with the aim of that part opening in 2033

Speaking at the start of Monday's debate, Transport Secretary Patrick McLoughlin said the concerns of critics of the project must be addressed and that references to opponents as "either Luddites or nimbys" were unhelpful.

He said there would be "fair compensation" for those directly and indirectly affected by the scheme and the impact on the environment must be mitigated.

But he said there was an urgent need for new rail capacity and the plan would deliver better connectivity and wider economic benefits to the whole of the UK.

'Careful scrutiny'

"Built right, on time and on budget, HS2 can help our great cities thrive... This project deserves careful scrutiny but Britain deserves it to go ahead."

A number of ministers whose constituencies lie on the proposed route - including Europe Minister David Lidington and Attorney General Dominic Grieve - were given permission to miss Monday's vote.

And recently appointed Treasury minister Andrea Leadsom, who has spoken out against the project in the past, is in Brussels and was not present in the Commons.

PM David Cameron was also absent. No 10 said this was "not out of the ordinary as he does not always take part in Commons votes".

But Labour's shadow transport secretary Mary Creagh said: "It is extraordinary that David Cameron couldn't be bothered to turn up to vote in favour of HS2 in the House of Commons on Monday.

"He is unable to stand up to rebel ministers opposed to HS2 and unwilling to vote in favour of his own government's biggest infrastructure project."

But a number of MPs stated their opposition to HS2 during the debate, which lasted for nearly six and a half hours.

Conservative MP for North West Leicestershire Andrew Bridgen said 240,000 people living within a mile of the proposed route were not entitled to compensation and would be "trapped in houses they cannot sell".

Former cabinet minister Cheryl Gillan, who tabled the amendment designed to derail the proposed legislation, said the £42.6bn project would threaten much-needed investment on the rest of the railway.

"I started as a nimby but I have looked at this project and I do not believe it is the best answer to the UK's transport problems," the Chesham and Amersham MP said.

"Is this really a top priority and the best way to spend almost £50bn worth of taxpayers' money?"

Labour's Barry Sheerman, MP for Huddersfield, said that, rather than spreading economic benefits more widely across the UK, it would "suck more powers to London and the South East".

Labour's support had been in doubt because of rising costs, but shadow transport secretary Mary Creagh said the party "had had another look" to check it still provided value for money and would support the plan.

"We have a broad consensus across the parties that this is the right thing for the nation and I hope we can proceed on that basis," she said.


But in a new report, The Institute of Economic Affairs (IEA) said the government risked misleading the public with claims that HS2 would transform the north of England.

The report's author, Richard Wellings, told BBC Radio 4's Today programme that instead of building HS2 the government should improve local and regional links in the north of England, including a cross-Pennine project linking Sheffield, Leeds and Manchester.

The Department for Transport said the IEA report was "flawed" and "simply wrong to say High Speed 1 hasn't brought significant benefits" to places like Ashford.

Meanwhile, the British Chambers of Commerce (BCC) has called on the government to speed up construction of the line.

Both phases of the HS2 link are expected to cost £42.6bn, including contingencies, with another £7.5bn for trains.

    Manchester and Sheffield, two large cities only 30 miles apart - yet it takes at least 90 minutes to drive between them. OK, there's a couple of rather large hills in the way (the Pennines) but surely a couple of billion of this cash would be better spent improving this journey?

    This morning I went to a job interview in Birmingham. It took 1 hour from Crewe and cost £47 return (this, of course, out of my JSA!).

    Be better to improve services around the whole country and bring the extortionate fares within the reach of ordinary people first.

    I am stood on a platform in the south and three trains have been cancelled even as we log in....try getting the rest of it right before undertaking new projects...public transport my eye

    If they want to benefit the North, why not build the second stage first, and then build the London-Birmingham leg.
    A lot of people are suspicious that once the first leg is built, the second one will get kicked into the long grass by a London-centric government.

    In a way this makes sense - part of the benefit of London living and working is the multitude of shorter public transport networks that link London to towns and cities within about an hour's commute. Why not also implement these sorts of shorter, interconnected networks around cities elsewhere? Makes more sense that a direct route straight to London that doesn't stop anywhere else...

    In case you're wondering what Barry Sheerman was tweeting about, the government announced overnight it had sold its stake in Eurostar. The stake is being bought by a Canadian pension fund and a UK asset manager, who will buy shares for £585m. Eurostar will also hand over £170m to redeem shares which guarantee a dividend. The government's stake was officially valued last year at £325m.

    'Who benefits?' BBC Radio 4 Today

    Shadow chief secretary to the Treasury Chris Leslie is sure that people aren't feeling richer. "I don't think we can dispute there is a recovery, but the question is who benefits from that recovery," he tells Today. He certainly doesn't accept that the IFS report blows any holes in Labour's arguments about a cost of living crisis.

    Nigel Farage has done his first interview of the day on Good Morning Britain. He was pressed about his immigration policy. He said the 50,000 mentioned by Steven Wolfe wasn't about net migration it was "about the number of foreign workers" arriving in Britain. He says the British public are "bored of targets", and he wants to get immigration "back to normality", which traditionally "varied between about 20 and 50,000 a year". He sounds slightly exasperated when it's put to him that, actually, that still sounds like a target.

    You might say this is just policy nerds at Westminster trawling over the details of UKIP policy, but the danger, I think, for them is that this moves from a policy muddle story to a policy shambles story. It could become an issue about UKIP's credibility and how serious a party they are, and that does have the potential to damage them. It also follows a bit of a tangle they got into over the NHS a short time ago about whether they favour a private insurance model or not.

    I wonder - and we saw it to some extent with the Greens last week - if the smaller parties are beginning to sweat a bit now the focus is really on them. They are beginning to find it a bit tougher.

    Despite all the talk of this election being different from any before, I wonder whether actually this might really end up being the usual big clash between the two big parties on the two big issues, the economy and the NHS.

    Nick Clegg is due to give a speech today on drugs. He'll say a future Lib Dem government would take control of drugs policy out of the hands of the Home Office and give it to the Department of Health. He will also pledge to end the "nonsense" of jailing people for possessing small amount of drugs for their personal use, and say young people should not be penalised in later life because of a criminal record.

    06:32: Target ditched? Robin Brant Political Correspondent, BBC News

    Nigel Farage is expected to say his party wants a new migration control commission to get net migration down. We already know it also wants to give commonwealth citizens the same rights to come here as EU workers. And if it was in government, UKIP would have a points-based system, like in Australia, to only allow in highly skilled workers that the economy needs.

    But the idea of a cap - or target - on how many can come appears to have been ditched. Having seen the Conservatives get into trouble after they spectacularly failed to deliver on a firm pledge to get net migration down to the tens of thousands, the UKIP leader says he does not want any 'arbitrary targets'. But just last week the party's spokesman on the issue, Steven Woolfe talked about an annual gross target of 50 thousand workers. It's something the party has touted as policy for months.

    06:27: UKIP immigration speech

    On to today's news. Campaign-wise, UKIP are currently top of the shop with a big speech coming up later on one of the subjects they're most associated with - immigration. Leader Nigel Farage will promise not to set "arbitrary" immigration targets and instead focus on controlling our borders with an Australian-style points-based visa system. The use of the word "arbitrary" is no doubt a dig at David Cameron who, of course, vowed to get immigration down below 100,000 at the last general election, but has been unable to do so.

    06:22: Front pages

    Here's our digest of today's newspapers. In terms of politics, the Sun claims to have a Budget exclusive, saying George Osborne is planning to cut the price of a pint again. Elsewhere, the Times' front page carries a big picture of David Cameron and Nick Clegg in stitches at an event on Tuesday. Whatever the joke was, Theresa May, pictured behind them stony-faced, doesn't seem to get it.

    06:18: Labour demands more on abuse

    Labour want to go further and make it mandatory for any allegation of abuse to be reported. They accused the government of "a missed opportunity", but others, including, former Conservative children's minister Tim Loughton, warned against Labour's idea, saying it could put victims off telling anyone about their suffering.

    06:16: Child sexual abuse

    Tuesday was dominated by the issue of child sexual abuse as a damning report into the treatment of girls in Oxfordshire was published. David Cameron held a meeting at No 10 and announced that in future, teachers, councillors and social workers in England and Wales who fail to protect children could face up to five years in jail.
