The incident happened in Fernieside Avenue, in the Moredun area, in the early hours of 9 September.
The arrested men, aged between 18 and 36, have been charged with offences including culpable and reckless discharge of a firearm.
They are also accused of being involved in organised crime and attempting to defeat the ends of justice.
They face further charges of dangerous driving and driving without a valid licence.
No one was injured in the Fernieside Avenue shooting.
Det Ch Insp Kenny Gray said Police Scotland's investigations were continuing despite the arrests.
He added: "I would reiterate our appeal for anyone who saw a motorbike with two people riding on it in the Murrays around 21:30 on Saturday 20 September.
"I'd like to thank those in the community for their patience and assistance and I want to assure them we are determined to stamp out organised crime in the city."
