5 April 2014 Last updated at 12:22 BST

Deputy Prime Minister Nick Clegg has committed his party to devolving new powers to Wales, including policing, youth justice and big energy projects.

The Liberal Democrat leader told his party's Welsh conference in Newport the plans will be the "blueprint" for its 2015 general election manifesto.

The proposals were recommended by the Silk Commission on assembly powers last month, after a year-long review.
