Can Russian plan for Syria chemical weapons work?

Russia has put forward a proposal which it hopes will prevent US-led military action against Syria - it has asked the Syrian government to put its chemical weapons stockpiles under international control and then have them destroyed.

Newsnight's science editor Susan Watts considers if the plan could work.
