Indian PM Manmohan Singh to retire after elections

The Indian Prime Minister, Manmohan Singh, has announced that he will not seek a third term in office.

At a rare news conference, his third in 10 years, he said he will hand over to a new leader if his Congress Party wins the next election in May.
