Belgium's devolved parliaments explained

After the Scottish independence referendum, devolution is now a big topic in the UK.
But how do they do things elsewhere in Europe?
Belgium is so devolved it even has a separate parliament for its tiny German-speaking community.
The BBC's Chris Morris has been trying to unravel the mystery of Belgian politics.
