The former head of Jersey's education department was "a horrible, strict man who didn't know how to look after kids", Jersey's care inquiry has heard.

A woman, who was referred to as witness 311, was describing life at Les Chenes in 1981 while Mario Lundy worked there.

The witness claimed staff bullied children, and singled out Mr Lundy and another member of staff for their behaviour.

The woman claimed children were put in secure cells and caned.

A spokeswoman from the Independent Jersey Care Inquiry said care workers and alleged abusers would have the opportunity to attend the inquiry and give evidence in March.

The hearing, which is investigating child abuse in Jersey's care system since 1945, continues.
