28 June 2013 Last updated at 00:51 BST

Mayor Eduardo Paes of Rio de Janeiro has told Newsnight's Tim Whewell that ''we are not perfect, but we are improving,'' as protests continue in Brazil over the quality of public services and the cost of next year's football World Cup.

Brazilian President Dilma Rousseff has proposed a referendum on political reforms in an effort to tackle protests that have swept the country.

More demonstrations are planned in Rio de Janeiro, Porto Alegre and other cities.
