France, Britain and the US will seek a UN resolution if Syria fails to hand over its chemical weapons, the French foreign minister has said.
Laurent Fabius and his British and US counterparts have held talks in Paris.
The US had been discussing strikes on Syria over a chemical attack in Damascus. The country's government denies any involvement.
Mr Fabius said: "There is a lot of work to be done."
