A panel set up by US President Barack Obama to review surveillance operations by the National Security Agency has recommended an end to the wholesale storing of data about Americans' phone and internet traffic.

The panel suggests that a court should be required to sanction data searches.

The review board was set up after disclosures by former NSA contractor Edward Snowden.

David Rivkin, a lawyer who served under Presidents Ronald Reagan and George W Bush gives his reaction to Newsnight's Jeremy Paxman. Glenn Greenwald, the former Guardian columnist who helped bring the files taken by Mr Edward Snowden to global attention, responds to Mr Rivkin's arguments.
