A proposta de criação do santuário foi derrotada no encontro da Comissão Baleeira Internacional no Panamá.

O questão tem sido recorrente nos encontros anuais, além do pedido do Japão por uma cota para caça comercial.

Comunidades indígenas no Ártico também querem permissões para caça de subsistência.
