Moroccan international Younes Belhanda has joined Dynamo Kiev from Montpellier.
There had been some suggestions that the move had fallen through but the 23-year-old midfielder confirmed the transfer on the Ukrainian side's official website.
He said: "I'm very glad to be a Dynamo player. I have signed a five-year contract with the club.
"This is a top-level team who I want to play for and win trophies with."
Belhanda, who won the French Ligue 1 title with Montpellier in 2012 and has been capped 21 times by his country, becomes the second high-profile African to sign for Dynamo in the close-season,
following in the footsteps of Dieumerci Mbokani.
He added: "I hope to help Dynamo in the Europa League, and I'll do my best for this team in years to come."
The 2012 BBC African Footballer of the Year nominee made his debut for Montpellier in 2009 and went on to make 117 appearances, scoring 23 goals for the club.
His performances attracted interest from English Premier League sides Arsenal and Aston Villa.
