Heat the cocoa powder, water, milk, icing sugar and butter in a saucepan and stir until smooth and combined.
In a large mixing bowl, whisk the cream until soft peaks form when the whisk is removed. Gently fold in the cocoa mixture.
Serve in a wine glass, sprinkled with a dusting of cocoa powder.
