Newcastle-under-Lyme Borough Council is considering leaving an organisation in charge of regenerating North Staffordshire.
Councillors will discuss withdrawing from the North Staffordshire Regeneration Partnership (NSRP) to create links with other organisations.
As spokesman said the council wanted to strengthen links with organisations outside the area.
The council is due to make a decision later.
The borough council has worked in partnership with the NSRP for three years, along with other local authorities and a number of public bodies.
Council leader Simon Tagg said: "We have invested a significant amount of time in supporting partnership projects and initiatives and developing joint strategies.
"However, we now feel that it is time for a fresh approach to be considered."
