A report into the problems faced by some voters in Cheshire during the general election has found 157 votes were not processed.
It revealed some postal votes in the Cheshire West and Chester borough were sent out too late and some names were not added to the electoral role.
The report blamed "late dispatch from the printers, data inputting issues and last minute postal deliveries".
The council said the problems "could not have affected the overall result".
Chief executive Steve Robinson said the authority was in discussion with the printers, Royal Mail and software company, in an attempt to ensure the same difficulties are not repeated when local elections are held next May.
