Can the Gulf film industry thrive?

While many Gulf countries have global aspirations for their film industry they have struggled to develop local talent and audiences.

Many of this year's films have been influenced by the uprisings in Gulf countries such as Yemen and Bahrain.

However, given such films can also land their makers in trouble with governments can the sector really thrive as a business in such an environment?
