Vince Cable ditches graduate tax option for England

Business Secretary Vince Cable has ruled out a graduate tax to help pay for universities in England because he says it would be unfair.

His announcement comes just days before the Browne review into higher education funding is made public.

It is expected to recommend a big increase in tuition fees.
