Top tuition fees 'not the full story' - David Willetts

The maximum tuition fees will not apply to a significant number of students according to Universities Minister David Willetts.

Research by the BBC found that half of the 54 universities which took part in a survey said they would charge £9,000 for all courses.

And about two thirds said they would charge the top rate for some or all courses.

Originally, ministers had said they wanted the top fee to be charged only in "exceptional circumstances".
