Warning over England's elderly care home inspections

Changes in the way care homes in England are inspected will put the safety of residents at risk and lead to "scandal after scandal", campaigners have warned.

They are worried that as the current system of regular inspections is phased out, the government's new policy of localism will mean a sharp decline in standards.
