Sir Philip Green says 'significant savings' could be made

A review into government spending by Topshop owner Sir Philip Green says no business could survive the level of waste he has found.

The Monaco-based billionaire delivered his efficiency report on Monday, in which he highlighted what he called a "staggering" waste of money.

He was appointed by David Cameron to look into government spending.
