Many poorer families will fail to get tuition fee help

Ministers claim 18,000 students a year from low income families in England would get up to two years of higher education tuition free under the government's university scholarship programme.

But the think tank New Policy Institute says there are two million children from working families living in poverty who would not be eligible to apply.
