Gus O'Donnell's economic 'Plan B' emerges

For months Treasury ministers have insisted that the government had one plan for the economy and they were sticking to it.

Now it has emerged that the government's most senior official has prepared a policy paper outlining alternatives in the event of a sharp economic downturn.

Downing Street insists it is all a normal process.
