Should whips be banned in horse races?

The British Horseracing Authority has told the BBC it is ''not ruling anything out'' as it reviews how jockeys should be permitted to whip their horses.

Some in the sport, including Towcester racecourse, effectively want the whip banned with riders only allowed to use it as a saftey measure.

The BHA insist that is an idea they will consider.
