English and Welsh councils fear big funding shortfalls

There is a warning councils across England and Wales will face an annual shortfall of more than £16bn unless there is a reform of funding.

The Local Government Association says that by 2020, pressure on services could mean that councils will be unable to provide services like libraries and road maintenance.
