'Limbo' warning on England planning changes

The chairman of the National Trust, Simon Jenkins, has warned that councils must be given more time to implement changes to their planning rules or there will be "warfare" in communities over unwanted development.

Half of English local authorities are set to miss the deadline for adopting local plans showing where development can take place, and countryside campaigners want more time to prepare for the National Planning Policy Framework, which aims to tackle the housing shortage in England. Nicola Stanbridge reports.
