Mobile CCTV 'a high-visibility deterrent'

The head of parking at Liverpool City Council has defended the use of mobile CCTV vans, saying that they act as a "high-visibility deterrent".

Roy Tunstall's comments came as it emerged councils in England could be banned from using CCTV and so-called 'spy cars' to issue parking fines, under new government proposals.
