Clergyman 'never once' reported social services staff

In a newly-discovered tape in the British Library, a clergyman responsible for a county's social services in the 1970s and 80s "never once" reported staff to police, he said.

The Reverend Nicolas Stacey, who was director of social services for Kent County Council and died earlier this year, said children in care could be "incredibly manipulative" during the 2006 interview.
