Tyler Whelan: Chances missed to save tortured boy

Authorities failed to save a five-year-old Peterborough boy who was kicked, hit and beaten to death despite concerns being raised about his welfare.

Elvis Lee, 34, kicked and bit his ex-partner's son, Tyler Whelan, who died in hospital in March 2011 after collapsing at his home in Sheepwalk, Paston.

Tyler's mother, Stephanie Whelan, 27, was found guilty of causing or allowing his death. Both had denied the charges.
