'Borrow to build' homes plan by Westminster council

Hundreds of new homes are being planned in central London for teachers, nurses and other key workers.

Westminster Council is proposing to borrow against its assets to build homes for 300 families but the move has been criticised by some who say it favours the middle class when low income families are in most need.
