Michael Gove outlines Academies Bill plans

The education secretary has laid out his reasons for major reforms in England, giving schools the power to "opt out" of local authority control.

Speaking in the House of Commons, Michael Gove said the legislation would "inject a new level of dynamism'' into the system.

Under the proposals, all schools will be allowed to become independent academies, directly funded by central government.
